नई दिल्ली : मनमोहन सिंह के नेतृत्व वाली यूपीए सरकार पर निशाना साधते हुए केंद्रीय मंत्री रविशंकर प्रसाद ने सोमवार को आरोप लगाया कि पूर्व वित्त मंत्री पी. चिदंबरम के द्वारा शुरू की गई योजना से 12,000 करोड़ रुपये के पीएनबी घोटाले के आरोपियों मेहुल चौकसी और नीरव मोदी की मदद की गई।
प्रसाद ने कहा, अगस्त 2013 में 80:20 योजना की शुरुआत की गई, जिसे नवंबर 2014 में खत्म किया गया। चुनाव परिणाम की घोषणा के दिन 16 मई 2014 को तत्कालनीन वित्तमंत्री ने 80:20 योजना के तहत 7 निजी कंपनियों को आशीर्वाद दिया। इनमें से एक गीतांजलि भी थी।
80:20 योजना की शुरुआत अगस्त 2013 में हुई थी। करंट अकाउंट डेफिसिट बहुत गंभीर हो गया था। सोने के आयात को नियंत्रित करने के लिए सिर्फ एमएमटीसी और पीएसयू को ही सोने के आयात का अधिकार था। इसको बदलकर कुछ प्राइवेट एजेंसियों को भी सोने के आयात और निर्यात की अनुमति इस शर्त पर दी गई कि वे आयात का 20 फीसदी निर्यात कर सकते हैं और 80 फीसदी घरेलू उपभोग के लिए होगा।
नवंबर 2014 में एनडीए सरकार ने सोने के आयात पर प्रतिबंध को खत्म करते हुए विवादित 80:20 स्कीम को खत्म कर दिया। आधा दर्जन कंपनियों पर इसके दुरुपयोग का आरोप लगा था।
यह स्कीम पिछले सप्ताह गुरुवार को तब जांच के दायरे में आई, जब पब्लिक अकाउंट्स कमिटी के सदस्यों ने सवाल उठाते हुए कहा कि चौकसी और मोदी ने इसका फायदा उठाते हुए मनी लॉन्ड्रिंग की।
डायरेक्ट और इनडायरेक्ट टैक्सेज पर बीजेपी सांसद निशिकांत दूबे की अध्यक्षता वाली पीएससी सब-कमिटी ने राजस्व विभाग के अधिकारियों से सभी फाइल और कॉमेंट्स को साझा करने के साथ 80:20 और पीएनबी फ्रॉड लिंक की जांच का आदेश दिया है।
सूत्रों ने बताया कि पीएससी मेंबर्स ने पूर्व वित्त मंत्री पी. चिदंबरम की भूमिका पर सवाल उठाए और 2016 की सीएजी रिपोर्ट का हवाला दिया, जिसमें बताया गया था कि किस तरह देश के खजाने को किस तरह 1.3 लाख करोड़ रुपये का नुकसान हुआ।
पीएससी मेंबर्स ने कहा कि सीएजी रिपोर्ट ने भी कहा है कि जूलर्स को 1 अमेरिकी डॉलर की कमाई के लिए सरकार को ड्यूटी के रूप में 221.75 रुपये का खर्च वहन करना पड़ता है।
दूबे ने मीटिंग में कहा कि सीएजी की रिपोर्ट में यह साफ तौर पर कहा गया है कि इस योजना का इस्तेमाल चौकसी सहित अन्य जूलर्स ने ब्लैक मनी की राउंड ट्रिपिंग और मनी लॉन्ड्रिंग के लिए किया। राउंड ट्रिपिंग का मतलब है कि कालाधन देश के बाहर जाता है और वाइट बनकर वापस लौटता है। उन्होंने यह भी कहा कि ऐसा प्रतीत होता है कि पी. चिदंबरम इससे अवगत थे।
