सुप्रीम कोर्ट ने निजी क्षेत्र के कर्मचारियों की पेंशन में भारी बढ़ोतरी का रास्ता साफ कर दिया है। कुछ व्यावहारिक अड़चनें दूर हो जाएं तो इसका लाभ प्राइवेट सेक्टर के करोड़ों कर्मचारियों को मिलेगा। अभी सरकारी और निजी क्षेत्र के कर्मचारियों की पेंशन के बीच कोई तुलना नहीं है।
अच्छी-खासी तनख्वाह पाने वाले निजी क्षेत्र के कर्मचारियों को भी पेंशन नाममात्र ही मिलती है।सुप्रीम कोर्ट ने ईपीएफओ (कर्मचारी भविष्य निधि संगठन) की उस याचिका को खारिज कर दिया, जो उसने केरल हाईकोर्ट के फैसले के खिलाफ दी थी। केरल हाईकोर्ट ने रिटायर हुए सभी कर्मचारियों को उनकी पूरी सैलरी के हिसाब से पेंशन देने का आदेश दिया था, जबकि अभी ईपीएफओ द्वारा 15,000 रुपये के बेसिक वेतन की सीमा के आधार पर पेंशन का निर्धारण किया जाता है।सुप्रीम कोर्ट के इस आदेश के बाद निजी कर्मचारियों के पेंशन की गणना पूरे वेतन के आधार पर होगी। देश में नई अर्थनीति लागू होने के बाद प्राइवेट सेक्टर के कर्मचारियों की आर्थिक सुरक्षा से जुड़ी चिंता भी सामने आई, हालांकि सरकार इसे लेकर हमेशा उलझन में ही रहती आई है। 1995 में उसने संगठित क्षेत्र में काम करने वालों के लिए ईपीएस (एंप्लॉयी पेंशन स्कीम) शुरू की थी जिसमें कंपनी को कर्मचारी के मूल वेतन का 8.33 प्रतिशत हिस्सा जमा करना होता था।फिर इसे 6,500 रुपये का 8.33 पर्सेंट कर दिया गया। इसके बाद नियमों में बदलाव करते हुए कहा गया कि कंपनी और कर्मचारी आपसी सहमति से अपनी सैलरी का जितना भी हिस्सा चाहें, पेंशन फंड में जमा कर सकते हैं। 2014 में ईपीएस कानून में हुए संशोधन के मुताबिक स्कीम में अधिकतम 15,000 रुपये का 8.33 प्रतिशत डालने का नियम बनाया गया।यह भी तय किया गया कि जो लोग पूरी सैलरी पर पेंशन चाहते हैं, उनका पेंशन योग्य वेतन पांच साल का औसत मासिक वेतन माना जाएगा। इससे पहले नियम था कि एक साल की औसत मासिक सैलरी के आधार पर पेंशन तय की जाएगी। केरल हाईकोर्ट ने 1 सितंबर 2014 को इस संशोधन पर रोक लगा दी। उसने एक साल के औसत मासिक वेतन को फिर से पेंशन की रकम तय करने का आधार बनाया।इसके करीब दो साल बाद सुप्रीम कोर्ट ने ईपीएफओ से पूरी सैलरी पर कर्मचारियों की पेंशन की मांग के आवेदन स्वीकार करने को कहा लेकिन ईपीएफओ ने इसमें हीलाहवाली की। आगे सुप्रीम कोर्ट के फैसले पर ठीक से अमल हो सका और कर्मचारियों को प्रॉविडेंट फंड में जाने वाले अपने वेतन का एक हिस्सा पेंशन फंड में डालने के लिए राजी कराया जा सका तो अधिकतम पेंशन राशि मौजूदा 5180 रुपये से बढ़कर 50,000 रुपये प्रति माह हो जाएगी। लेकिन यहां असल बात यह है कि कर्मचारी इस बदलाव के लिए राजी तभी होंगे, जब इसमें आगे कोई पेच न फंसने की गारंटी खुद केंद्र सरकार लेगी। चुनाव में उतरे सभी राजनीतिक दलों को इस बारे में अपनी स्थिति अभी से स्पष्ट कर देनी चाहिए।
