नई दिल्ली। राष्ट्रीय राजधानी दिल्ली के प्राइवेट स्कूलों ने बढ़ाई गई ट्यूशन फीस, डेवलपमेंट फीस के नाम पर पेरेंट्स से ली गई भारी भरकम राशि कोर्ट के आदेश के बाद भी अभी तक नहीं लौटाई है। सोशल ज्यूरिस्ट व हाईकोर्ट के अधिवक्ता और याचिकाकर्ता अशोक अग्रवाल का कहना है कि दिल्ली के प्राइवेट स्कूलों पर अभिभावकों का 750 करोड़ से ज्यादा रुपया बकाया है, जिसे लौटाया जाना अभी बाकी है। याचिकाकर्ता अशोक अग्रवाल ने कहा, दिल्ली के निजी स्कूलों ने छठे वेतन आयोग की सिफारिशे लागू करने और सर्वोच्च न्यायालय के दिशानिर्देशों के खिलाफ डेवलपमेंट फीस के नाम पर अभिभावकों से 400 करोड़ रुपये वसूले थे। जिसकी जांच के लिए पूर्व न्यायाधीश अनिल देव की अध्यक्षता वाली दिल्ली उच्च न्यायालय की फीस समीक्षा कमेटी ने मजबूती से काम किया और इसमें उन्होंने 1,216 स्कूलों में से 785 स्कूलों को दोषी पाया।उन्होंने कहा, कमेटी ने 602 स्कूलों से नौ फीसदी ब्याज के साथ फीस लौटाने को भी कहा है। साथ ही बाकियों में शिक्षा निदेशालय को विशेष निरीक्षण भी करने को कहा गया है। पांच स्कूल ऐसे भी हैं जिन्होंने बढ़ी फीस के तौर पर लिए गए 28.37 लाख रुपये लौटा दिए हैं लेकिन अभी भी 750 करोड़ रुपये से ज्यादा पैसा लौटाया जाना बाकी है। हाईकोर्ट में दाखिल रिपोर्ट में कहा गया है कि 602 स्कूलों ने बच्चों से फीस के नाम पर 17,788 लाख रुपये ज्यादा वसूले। अदालत में दाखिल स्टेटस रिपोर्ट में दावा किया गया कि इन स्कूलों में से 254 स्कूलों ने जरूरत से ज्यादा फीस बढ़ा रखी है।रिपोर्ट के मुताबिक, इन 602 स्कूलों में बाकी के 348 स्कूलों ने छठे वेतन आयोग की सिफारिशों को अपने यहां लागू करने के नाम पर फीस में वृद्धि कर अभिभावकों से भारी भरकम रकम तो ली, लेकिन इन सिफारिशों को या तो लागू नहीं किया या इसे लागू करने के ठोस सबूत पेश नहीं कर सके। रिपोर्ट में कहा गया कि हालांकि 183 स्कूल ऐसे हैं जिन्होंने फीस नहीं बढ़ाने का दावा किया लेकिन कमेटी को वे दावे भरोसे लायक नहीं लगे। वहीं, 407 स्कूलों में कमेटी ने फीस बढ़ोतरी को जायज पाया है। उन्होंने कहा, इन 602 निजी स्कूलों के अलावा करीब 200 स्कूलों का रिकॉर्ड फर्जी निकला है। कमेटी ने शिक्षा निदेशालय को इन स्कूलों का भी विशेष निरीक्षण करने को कहा है। इसका मतलब है कि वो भी पैसे वापस करेंगे। इस तरीके से यह करीब 80 फीसदी स्कूल हो गए, जिन्होंने ज्यादा पैसा ले लिया और वापस नहीं किया।
