बरेली: सर्वोच्च न्यायालय द्वारा दिवाली पर पटाख़ा फोड़ने की समय सीमा निर्धारित किए जाने को लेकर आम जनमानस में रोष और अवमानना का भाव है | हमें लगता है न्यायालय का ये क़दम हमारी ख़ुशियों पर ताला लगाने जैसा है | हमें ये भी लगता है कि हमारे त्योहारों को लेकर यक़ीनन कोई गहरी साजिश चल रही है |किंतु यदि हम थोड़ा सा विचार करें तो पायेंगे कि न्यायालय का ये क़दम हमारे लिए Restriction नहीं बल्कि Prescription है | पर्यावरण की शुद्धता को मिल रही जिन चुनौतियों के सन्दर्भ में माननीय सर्वोच्च न्यायालय ने जो अपनी चिंता ज़ाहिर की है क्या हम उस से अनजान हैं ? या जानबूझकर अपनी आँखें मूंदे हुए हैं ? जिस डाल पर हम बैठे हैं उसी को काट काट कर लगातार कमज़ोर करते रहने की प्रवृत्ति में यदि हमारी खुशी और संतुष्टि अंतर्निहित है तो हमें सोचना पड़ेगा कि क्या हम वाकई में शिक्षित होने के साथ साथ समझदार भी है ? हम तर्क देते हैं एक बड़ी मात्रा में धुआँ उगलते वाहनों और कारखानों की चिमनियों से पर्यावरण को होने वाले नुकसान का | मित्रों, यद्यपि इस नुकसान को भी न्यूनतर करने के प्रयास होने चाहिये किंतु साथ ही हमें ये भी समझना होगा कि ये नुकसान विकास की प्रक्रिया का एक आवश्यक अंग है | दीपावली अथवा दीपोत्सव जैसा कि नाम से ही स्पष्ट है कि ये प्रकाश का पर्व है | कर्णाहत ध्वनि और तीव्र गंधयुक्त धुँए के लिए निश्चय ही यहाँ कोई स्थान नहीं है | किंतु ‘बाज़ार’ ने न जाने कब ये परम्परा हमारे सर मढ़ दी जिसे आज हम अपनी खुशी का पर्याय मान बैठे हैं | सुनते आए हैं कि आवश्यकता अविष्कार की जननी है किंतु उपभोक्तावादी इस युग में अविष्कार कर दिए जाते हैं और उसके पश्चात येन केन प्रकारेण उनकी आवश्यकता स्थापित करने की मुहिम चलती है | कभी ‘बाज़ार’ हमारी जरूरत होता था किंतु आज बिडम्बना ये है कि बाज़ार को ज़िंदा रखने और समृद्धतर बनाने के लिए हमें उसका ग्रास बना दिया गया है | पटाख़े की कान फोड़ू कर्कश आवाज एक रचनात्मक व्यक्ति के लिए प्रसन्नता का अनुभव करा सकती है इस में मुझे संदेह है | परिवार के वयस्क जब तेज ध्वनि के पटाखे फोड़ रहे होते हैं उस समय दोनों कानों में उंगली डाले, सहमे से, कोने में दुबके खड़े उस अबोध बच्चे के चेहरे पर नज़र डालिये जहाँ प्रसन्नता की जगह एक भय पसरा मिलेगा | पटाखे की कर्कश ध्वनि उसे किंचित आनंदित नहीं करती | पटाखा फूटने के बाद भी उसकी खिलखिलाहट का अर्थ उस ध्वनि का रोमांच नही बल्कि भय विशेष से मुक्ति होता है | मेरा मूल प्रश्न अब भी वहीं खड़ा है | खुशी और संतुष्टि के सन्दर्भ में हमारी चेतना के केन्द्र में रचनात्मकता का अभाव क्यों है | वैवाहिक आयोजनों में हमें शहनाई की मंगल स्वर लहरी के स्थान पर हर्ष फायरिंग क्यों अधिक आनंदित करती है ? होली खेलने के नाम पर किसी के भी मुँह पर कीचड़ अथवा खतरनाक रसायन मलकर कौन सी खुशी मिलती है हमें ? लोग सड़कों पर लकड़ी के लट्ठे डाल कर अनजान यात्रियों को रोक लेते हैं और होली खेलने के नाम पर उनके साथ अभद्रता करते हैं | पता नहीं कौन सी ग्रंथि संतुष्ट होती है उनकी, ऐसा कर के | केवल इतना ही नहीं बल्कि त्यौहार मनाने के नाम पर और भी बहुत कुछ है जो आज देश काल और परिस्थिति आधार पर हमसे पुनर्विचार की अपेक्षा करता है | बहुत प्रसन्नता हुई ये जानकर कि कुछ स्कूलों में बच्चों ने प्रदूषण मुक्त दीवाली मनाने की शपथ ली है | आवश्यकता है कि हम अपनी सोच को थोड़ा सा विस्तार दें | खुशी और संतुष्टि के नाम पर अपनी चेतना को एक ऐसी रचनात्मक दिशा दें जिसमें समाज और राष्ट्र का कल्याण निहित हो | क्यों न ऐसी परम्पराओं का सूत्रपात करें जो पर्यावरण-सखा और मानवीय मूल्यों की पोषक हों | (शुभमस्तु)
