कार्यक्रम का प्रारम्भ सस्वर बन्दे मातरम के गान के बाद समारोह के मुख्य-अतिथि सतपाल जी धीमान संयुक्त सचिव वन विभाग हिमाचल सरकार; विशिष्ट अतिथि आर0के0बंसल निदेशक (विद्युत); प्रताप सिंह विभाग प्रचारक राष्ट्रीय स्वयं सेवक संघ; विजयशंकर तिवारी भारतीय धरोहर पत्रिका के मुख्य संपादक एवं विश्व हिन्दू परिषद के राष्ट्रीय प्रवक्ता इस समारोह की अध्यक्षता कर रहे सलिल शमशेरी क्षेत्रीय मंत्री भारत विकास परिषद और प्रांत महासचिव सत्यव्रत भारद्वाज, झाकड़ी शाखा अध्यक्ष संजीव सूद द्वारा भारत माता व स्वामी विवेकानंद को पुष्प अर्पित एवं दीप प्रज्जवलन कर किया गया ।

द्वितीय चरण में प्रतियोगिता संबंधी नियमों आदि की जानकारी प्रदान की गयी व निर्णायकगणों का परिचय करवाया गया । । इस प्रतियोगिता में निर्णायक मण्डल के रूप में पं0 दिलीप सोनी, किरण एवं लीला नंद शास्त्री ने अपनी भूमिका के अनुसार सर्वसम्मति से निर्णय लिया । उपरोक्त सभी टोलियों ने भारत विकास परिषद द्वारा निर्धारित नियमों की अनुपालना करते हुए हिन्दी एवं संस्कृत भाषाओं में बारी-बारी से अपनी-अपनी प्रस्तुतियां दी व अपनी सर्वश्रेष्ठ प्रस्तुतियों से सेंट एडवर्ड स्कूल शिमला की टोली ने प्रथम, राजकीय वरि0 माध्यमिक विद्यालय बिलासपुर की टोली ने द्वितीय एवं शिवालिक साईंस स्कूल बददी ने तृतीय स्थान प्राप्त किया ।
विजय शंकर तिवारी ने अपने संभाषण में देशहित व सामाजिक सांस्कृतिक जीवन मूल्यों की रक्षा कर नौजवान पीढ़ी को एक संस्कारित व अनुशासित जीवन जीने की प्रेरणा दी ।
अपने अध्यक्षीय भाषण में सलील शमशेरी ने भारत विकास परिषद के अद्यतन विकास कार्यक्रमों व उपलब्धियों का स्मरण कराते हुए हिमाचल पूर्व प्रांत में परिषद की बढ़ती लोकप्रियता पर हर्ष व्यक्त किया व इस लोकप्रियता को बनाए रखने में सभी से मिलजुलकर काम करने के लिए भी कहा ।
इस अवसर पर स्थानीय दिल्ली पब्लिक स्कूल झाकड़ी व राजकीय उच्च माध्यमिक विद्यालय झाकड़ी की छात्र-छात्राओं ने पहाड़ी गीत की रंगारंग प्रस्तुतियां से जनसमूह का मन मोह लिया ।
