कानपुर। भारत एक कृषि प्रधान देश है जिसका प्रमुख व्यवसाय कृषि एवं पशुपालन है। कृषि पर निर्भर जनसंख्या की आर्थिक स्थिति कुछ अच्छी नहीं है जिसका प्रमुख कारण है खेती की अनुपयुक्तता। इसका अर्थ है 60 से 80 प्रतिशत कृषि योग्य भूमि पर सिंचाई के साधनों की कमी खेती योग्य भूमि का ढालू होना समुचित खाद एवं उन्नत किस्म के बीजों का समय पर उपलब्ध न होना वर्षा की अनियमितता आदि। सामान्यत सूखी अवस्थाओं में सीमान्त बारानी क्षेत्रों में प्रायः कम, अस्थिर और लाभहीन उत्पादन होता है। इस प्रकार की भूमि की उत्पादन क्षमता की किसी न किसी तरह से ह्रास होता है।

जनसंख्या वृद्धि के कारण ऐसे भूमि को उपयोग में लाना बहुत आवश्यक हो गया है। पेड़ों की निरन्तर कटाई से वानस्पतिक परत में कमी हो रही है जिससे भूमि का कटावा होता है जिसके कारण पर्यावरण का संतुलन भी बिगड़ रहा है। बुंदेलखण्ड क्षेत्र में दो मंडल आते है झांसी मंडल एवं चित्रकूट धाम मंडल। झांसी मंडल में झांसी, ललितपुर एवं जालौन और चित्रकूट धाम मंडल में हमीरपुर, बांदा, चित्रकूट एवं महोबा जिले आते हैं। इनका कुल क्षेत्रफल लगभग 29.62 लाख हेक्टेयर है, परन्तु केवल 17.87 लाख हेक्टेयर क्षेत्र पर ही खेती की जाती है जबकि बुंदेलखण्ड में कुल 0.28 लाख हेक्टेयर क्षेत्र पर उद्यान लगे हुए हैं। जल संसाधनों की कमी, कम एवं असामयिक वर्षा, मिटटी का उपयुक्त न होना अत्यधिक ढालू एवं पथरीला होने से यह क्षेत्र बहुत पिछड़ा हुआ है।

बुंदेलखण्ड क्षेत्र में मुख्यतः दो प्रकार की मिटटी पाई जाती है।काली मिटटीः काली मिटटी में दो प्रमुख वर्ग की मिटटी पायी जाती है- काबर और मार। इस तरह की मिटटी में जलधारण क्षमता बहुत अधिक है और उत्पादन क्षमता भी अत्यधिक है।लाल मिटटीः इस मिटटी को राकर और परबा दो समूह में विभक्त किया जा सकता है। इस मिटटी में जलधारण क्षमता एवं उत्पादन क्षमता बहुत कम है। इस मिटटी की वृहद संरचना के कारण इसमें भू-कटावा बहुत अधिक होता है इसलिए कम ढाल पर भूमि एवं जल का संरक्षण आवश्यक है। शुष्क क्षेत्रों में पथरीली, बंजर तथा पठारों आदि पर फलदार वृक्ष जैसे नींबू, बेर, आवला, अमरूद एवं अनार आदि आसानी से उगाए जा सकते हैं क्योंकि इनकी जल मांग भी अधिक नही होती है।

मेड़बन्दी करना

समतलीकरण के पश्चात यह बहुत ही आवश्यक है कि खेत के चारों और मजबूत मेंड बना दी जाए ताकि भूक्षरण रोका जा सके। मेड़ों के परिणाम स्वरूप वर्षा जल भूमि के अन्दर अधिक से अधिक मात्रा में चला जाता है और इस नमी का प्रयोग पौधे की गर्मी में आसानी से कर सकते हैं। मेड़बन्दी से न केवल वर्षा जल को रोकने में सफलता मिलती है बल्कि बुंदेलखण्ड में प्रचलित छुट्टा जानवरों की प्रथा का समाधान भी इस विधि द्वारा काफी हद तक किया जा सकता है । मेड़ों के ऊपर बाड़ काटेंदार पौधों, फसलों व पेड़ों को उगाकर उन्हें छुट्टा जानवरों से बचाया जा सकता है।

कंटूर पर स्टेगर्ड ट्रेचेज बनाना/खोदना

जो स्थान बहुत अधिक ढलान वाले है और उनहें समतल करना भी आसान नही है, वहां कंटूर पर स्टेगर्ड तरीके से गडढे खोदने चाहिये। इन गडढों के निचले हिस्से में फलदार वृक्षों का रोपण करना चाहिए। इससे निम्नलिखित लाभ होते हैं :

अधिक ढालवाली पहाड़ी छोटे-छोटे हिस्सो में बट जाती है तथा स्टेगर्ड ट्रेंचेज लघु संचयन पांड का काम करती है।

खोदी हुई मिटटी गडढे के निचले हिस्से पर रखने से उसमें काफी समय तक नमी बनी रहती है जो पौधों को मिलती है।

स्टेगर्ड ट्रेंचेज खुद जाने से बरसात का पानी तीव्र गति से बहने की बजाय मंद गति से बहता है जिससे मृदा का कटाव रूक जाता है और जल का संरक्षण होता है।

इस प्रकार की सॉयल वर्किंग विधि से पौधे लगाने से उनकी तीव्र वृद्धि होती है जो कि ढालू पहाड़ियों पर वानस्पतिक रोक (वेजिटेटिव बैरियर) का काम करती है तथा मृदा के कटाव को स्थाई रूप से रोकती है।

बुंदेलखण्ड में कम वर्षा तथा उसकी अनियमितता को देखते हुए वर्षा को तालाब अथवा गडढों में इकटठा करने की प्रक्रिया को जल एकत्रीकरण कहते हैं। एकत्रित हुए जल का प्रयोग सूखे के समय अथवा रबी के मौसम में किया जा सकता है। एक जलाशय में 6 हे0मी0 जल इकटठा करके लगभग 10-15 हे0 भूमि में कम से कम दों सिंचाईयां की जा सकती है। जल के बहाव पर नियत्रण करने के लिए नालियों में छोटे-छोटे बांध जैसे बना देने चाहिए। निचले स्थानों में जल इकटठा करने की विधि को सबमरजेंस बंधीज कहते हैं। इस पद्धति द्वारा भूमि एंव जल संरक्षण के साथ-साथ जल इकटठा करके तथा उसका उचित समय में उपयोग करके कृषि उत्पादन को बढ़ाया जा सकता है।
