नई दिल्ली। मुजफ्फरपुर और देवरिया में बालिका गृहों में हो रहे यौन शोषण की घटनाओं ने देश को हिलाकर रख दिया है। वहीं, इस बात का भी पता चला है कि सुप्रीम कोर्ट के निर्देश के बाद बनाई गई ऑडिट करनेवाली एजेंसी की पहुंच से ये बालिका गृह दूर थे क्योंकि यूपी, बिहार समेत 9 राज्यों ने ऑडिट से इनकार कर दिया था। नैशनल कमिशन फॉर प्रोटेक्शन ऑफ चाइल्ड राइट्स (एनसीपीसीआर)और महिला एवं बाल विकास मंत्रालय की तरफ से सभी राज्यों से सुप्रीम कोर्ट के निर्देश का पालन करने को कहा गया था लेकिन दिल्ली, छत्तीसगढ़, हिमाचल प्रदेश, मणिपुर, मेघालय, केरल और पश्चिम बंगाल समेत यूपी और बिहार में ऑडिट एजेंसी को जांच की अनुमति नहीं दी गई।इस सूची में पहले ओडिशा भी शामिल था लेकिन बाद में केंद्र के हस्तक्षेप की वजह से यह ऑडिट के लिए तैयार हो गया। इन राज्यों का कहना था कि वे खुद ऑडिट करवाना चाहते हैं। एनसीपीसीआर के पास मौजूद आंकड़ों के मुताबिक 5,850 रजिस्टर्ड बालगृह हैं और 1,339 का रजिस्ट्रेशन अभी बाकी है। इसके लिए सुप्रीम कोर्ट ने पिछले साल 31 दिसंबर की समय सीमा निर्धारित की थी। इसी तरह की कई और भी संस्थाएं चल रही हैं जो एनसीपीसीआर की लिस्ट में शामिल नहीं हैं। इस वजह से संस्थाओं का ऑडिट करना बहुत मुश्किल काम है। बिहार में 71 बालगृह हैं और यूपी में इनकी संख्या 231 है। अभी तक लखनऊ की अकैडमी ऑफ मैनेजमेंट स्टडीज को टेंडर प्रॉसेस से चयनित करके ऑडिट का काम सौंपा गया है। एनसीपीसीआर के वरिष्ठ अधिकारी के मुताबिक मई में ऑडिट एजेंसी ने इस बात की सूचना दी कि 10 राज्य उसे जांच करने की अनुमति नहीं दे रहे हैं। कुछ राज्यों ने बाल अधिकार विभाग से कहा कि ऑडिट एजेंसी को अनुमति देने का अधिकार उनके ही पास है। एनसीपीसीआर ने उन्हें जवाब देते हुए महिला एवं बाल विकास मंत्रालय के दखल की मांग की। जुलाई में मंत्रालय की तरफ से एक अडवाइजरी जारी की गई। इसी बीच एनसीपीसीआर ने सुप्रीम कोर्ट में स्टेटस रिपोर्ट पेश की। वर्तमान में स्थिति यह है कि ओडिशा बालगृहों के ऑडिट के लिए तैयार हो गया है। वहीं एनसीपीसीआर और डब्ल्यूसीडी अन्य 9 राज्यों की अनुमति मिलने का इंतजार कर रहे हैं। इस मामले में मंत्रालय के एक वरिष्ठ अधिकारी ने कहा, हम अभी यूपी और बिहार को सहमत करने का प्रयास कर रहे हैं।
