नई दिल्ली। अर्जेंटीना की राजधानी में 10 दिसंबर से विश्व व्यापार संगठन (डब्ल्यूटीओ) के सदस्य देशों के 160 से ज्यादा मंत्रियों की द्विवार्षिक बैठक शुरू हो रही है। यह बैठक भारत के लिए काफी महत्वपूर्ण है क्योंकि उसे सेवाओं और ई-कॉमर्स पर वैश्विक नियमों के खिलाफ अपनी लड़ाई जीतनी है। भारत चाहता है कि खाद्यान्न की खरीद पर घरेलू मदद के लिए नया तंत्र विकसित हो और अमेरिका व यूरोप में किसानों को दी जा रही मदद में कटौती की जाए।
वैसे, सरकार सेवाओं पर ग्लोबल फ्रेमवर्क के खिलाफ नहीं है पर अधिकारियों का कहना है कि जो प्रस्ताव टेबल पर है, वे उससे संतुष्ट नहीं हैं। जैसे, यूरोपियन यूनियन और ऑस्ट्रेलिया घरेलू नियमों को डब्ल्यूटीओ देशों पर थोपना चाहते हैं, जो सरकारों को एक सीमा में बांध देगा। उधर, भारत चाहता है कि भारतीय सॉफ्टवेयर तक पहुंच आसान करने और अकाउंटिंग प्रफेशनल्स, नर्सों और डॉक्टरों से जुड़े मसले सुलझाए जाएं।
ई-कॉमर्स पर कहा जा रहा है कि मौजूदा वार्ता जिनेवा में डब्ल्यूटीओ मुख्यालय में होनी चाहिए क्योंकि कई विकल्पों पर चर्चा की जा रही है। इसके अतिरिक्त डर यह है कि ई-कॉमर्स के बैनर तले कई दूसरे पहलुओं को भी सामने रखे जाने की मांग की जा रही है। इस कदम से तमाम देशों के लिए डिजिटल इंडिया जैसे अभियानों के लिए घरेलू कॉन्टेंट का दायरा सीमित हो जाएगा। इससे ओपन सोर्स सॉफ्टवेयर पर निर्भर रहना मुश्किल हो जाएगा। इससे सरकार की ऐसे नियमों को बनाने की क्षमता भी सीमित हो जाएगी, जो उसके अपने हित में हो। इसके बजाए नीतियों से केवल ऐमजॉन या अलीबाबा को ही फायदा होगा।
भारत को इस वार्ता को रोकने के लिए अफ्रीकी समूह का समर्थन मिल रहा है। लेकिन सूत्रों का कहना है कि कुछ अफ्रीकी देशों का मत भिन्न है। संकेत मिल रहे हैं कि उनका समर्थन जापान, दक्षिण कोरिया और सिंगापुर के रुख को मिल सकता है, जिसे अमेरिका का मौन समर्थन मिल सकता है। चीन भी अंतरराष्ट्रीय अनुशासन के पक्ष में नहीं है लेकिन वह ज्यादा त्वरित कार्यक्रम की बात करता है।
पिछले 16 साल से डब्ल्यूटीओ में दोहा राउंड पर बात हो रही है, जिसमें कृषि, सेवाएं और औद्योगिक उत्पादों पर आयात शुल्क शामिल हैं। लेकिन अमेरिका और यूरोपियन यूनियन की इच्छा न होने के कारण इस पर प्रगति नहीं हुई है। इसके बजाए ये देश अब नए मसलों पर बात करना चाहते हैं- जैसे ई-कॉमर्स, निवेश सुविधा और एमएसएमई के लिए एक वैश्विक प्रणाली। अमेरिका उन सभी कदमों को रोक रहा है, जिसके तहत 1994 में तय किए गए त्रुटिपूर्ण नियमों की चिंताओं को दूर करने की मांग की जा रही है, जो गरीब देशों के विकास को प्रभावित कर रहे हैं।
इस संदर्भ में भारत और चीन साथ मिलकर विकसित देशों द्वारा अपने किसानों को दी जाने वाली सब्सिडीज घटाने की मांग कर रहे हैं। एक भारतीय अधिकारी ने कहा, अमीर देशों द्वारा घरेलू सहयोग में कमी पहले फेज का सुधार है। इस मसले पर 120 देशों के समर्थन का दावा किया जा रहा है।
भारत का कहना है कि ई-कॉमर्स डिवेलपमेंट के लिए अच्छा हो सकता है लेकिन इसे लेकर बातचीत शुरू करना ठीक नहीं होगा क्योंकि बहुत से देश नियमों से जुड़ी बातचीत के असर को पूरी तरह नहीं समझते और इस वजह से भारत ने इस पर बातचीत का विरोध किया था। हालांकि भारत के वर्ल्ड ट्रेड ऑर्गनाइजेशन (डब्ल्यूटीओ) में क्रॉस बॉर्डर डिजिटल ट्रेड पर किसी बातचीत का विरोध करने वाला आधिकारिक दस्तावेज जमा करने के बाद यूरोपियन यूनियन, कनाडा, ऑस्ट्रेलिया और कुछ अन्य देशों ने अपने तेवर कड़े कर लिए और उन्होंने ई-कॉमर्स पर बातचीत करने का प्रपोजल दे दिया।
