देहरादून। राज्य के युवाओं को सैन्य बलों की भर्ती परीक्षाओं हेतु प्रशिक्षण प्रदान करने के लिये राज्य सरकार कुमाऊं और गढ़वाल में दो प्रशिक्षण केन्द्र स्थापित करेगी। यह निर्णय सोमवार को मुख्यमंत्री आवास में मुख्यमंत्री त्रिवेन्द्र सिंह रावत और सेना के बैगलोर सिलेक्शन सेंटर के कमाण्डेंट मे.ज. वी.पी.एस. भाकुनी की मुलाकात के दौरान लिया गया। मे.ज. भाकुनी ने मुख्यमंत्री के समक्ष एक प्रस्तुतिकरण दिया जिसमें बताया गया कि वर्तमान में एनडीए और सीडीएस परीक्षाओं की सफलता दर आईएएस परीक्षा से भी कम है।
सिविल सेवाओं के मुकाबले लगभग डेढ़ गुना अधिक अभ्यर्थी एनडीए और सीडीएस जैसी परीक्षाओं में आवेदन करते हैं। लेकिन सेना में भर्ती हेतु समग्र व्यक्तित्व परीक्षण(कॉम्प्रेहेन्सिव पर्सनेल्टी टेस्ट) के कड़े मानको के कारण उनकी सफलता दर कम होती है। सेना और अर्द्धसैनिक बलों में राज्य के युवाओं का अधिकारी पद पर चयन प्रतिशत बढ़ाने के लिये उनको पहले से तैयार किया जाना जरूरी है। इसके लिये युवाओं का स्तरीय मानको के अनुरूप पर्सनालिटी डेवलपमेंट कार्यक्रम तथा साक्षात्कार प्रशिक्षण आयोजित किया जाना लाभप्रद होगा।
मुख्यमंत्री त्रिवेन्द्र सिंह रावत ने कहा कि वीरभूमि उत्तराखण्ड एक सैनिक बाहुल्य राज्य है और यहां के युवाओं में सेना में भर्ती होकर देश की सेवा करने की स्वाभाविक प्रवृत्ति होती है। युवाओं को उनकी क्षमता के अनुरूप आवश्यक जानकारी और प्रशिक्षण प्रदान कर एनडीए और सीडीएस परीक्षाओं में उनकी सफलता का प्रतिशत बढाया जा सकता है। इसके साथ ही इस प्रकार की व्यक्तित्व विकास की कार्यशालाएं सिर्फ सैन्य सेवाएं ही नही वरन अन्य सरकारी सेवाओं और जीवन के विभिन्न क्षेत्रों में भी युवाओं के लिये लाभप्रद होगी।
बैठक में तय हुआ कि प्रथम चरण में कुमाऊं और गढ़वाल में प्रशिक्षण कार्याशालाएं(ट्रेनिंग वर्कशॉप) ऐसे स्कूल-कॉलेज के भवनों में संचालित होगी जहां पर्याप्त अवस्थापना सुविधाएं हो। ये कार्यशालाएं 02 से 03 सप्ताह की होगी जहां युवाओं को एनडीए और सीडीएस की चयन प्रक्रिया के अनुरूप व्यक्तित्व विकास, साक्षात्कार एवं अन्य शारीरिक परीक्षणों के लिये प्रशिक्षण दिया जायेगा।
सैनिक कल्याण विभाग, शिक्षा विभाग से समन्वय कर प्रशिक्षण कार्यशालाओं हेतु स्थायी केन्द्र के रूप में स्कूल या कॉलेज के भवन चयनित करेंगे जहां नियमित पठन-पाठन के साथ-साथ कार्यशालाओं का आयोजन भी किया जा सके। मे.ज.भाकुनी के अनुसार पर्याप्त संसाधन उपलब्ध होने पर प्रति वर्ष दस हजार युवाओं को प्रशिक्षित किया जा सकता है। द्वितीय चरण में 11वीं-12वीं के छात्र-छात्राओं के लिये राज्य सरकार द्वारा स्थायी मिलिट्री/सैनिक स्कूल खोलने पर भी विचार किया जा सकता है।
