नई दिल्ली । अगस्त, 2017 में तेवर दिखाने वाली थोक मूल्य आधारित महंगाई की दर (डब्ल्यूपीआई) सितंबर, 2017 में बुरी तरह से पस्त हो गई है। इस महीने थोक महंगाई की दर घटकर 2.60 फीसद रह गई है जबकि एक महीने पहले ही यह 3.24 फीसद रही थी और इसको लेकर कई जगह से चिंता भरे स्वर सामने आये थे। लेकिन अब थोक महंगाई के ढीले तेवर को देख एक तरफ से उद्योग जगत ने ब्याज दरों में कटौती की मांग और तेज कर दी है। दूसरी तरफ जानकार मान रहे हैं कि आने वाले महीनों में महंगाई की दर में और गिरावट आ सकती है। इससे माना जा रहा है कि कर्ज के सस्ता होने की सूरत और स्पष्ट होगी। सरकार के आंकड़े बताते हैं कि खाद्य उत्पादों की थोक कीमतों में सबसे तेजी से गिरावट हुई है। अगस्त, 2017 में खाद्य उत्पादों की थोक महंगाई दर 5.75 फीसद थी जिसको लेकर केंद्रीय बैंक ने भी चिंता जताई थी लेकिन सितंबर में यह घटकर 2.04 फीसद पर आ गई है। इसके लिए हरी सब्जियों की कीमतों में नरमी ज्यादा जिम्मेदार हैं। हरी सब्जियों की कीमतों की थोक दर सूचकांक 44.91 फीसद से घटकर 15.48 फीसद पर आ गई है। सरकार के लिए सिर्फ प्याज की कीमतें चिंता का कारण हो सकती हैं लेकिन प्रोटीन उत्पादों जैसे मीट, अंडा, मछली की थोक कीमतों में सिर्फ 5.75 फीसद की वृद्धि दर दर्ज की गई है। खाद्य उत्पादों के वर्ग में देखें तो दालों की थोक कीमतों में 24.26 फीसद की गिरावट हुई है। सनद रहे कि पांच-छह वर्ष पर दाल और अन्य प्रोटीन उत्पादों की कीमतों की वजह से महंगाई की दर लगातार 10 फीसद पर बनी हुई थी। अब दालों में इतनी तेज गिरावट दाल किसानों की स्थिति भी बयां करती है जिन्हें अपने उत्पादों के लिए सरकार की तरफ से निर्धारित न्यूनतम कीमत भी नहीं मिल पा रही है। वैसे आमतौर पर हर वर्ष अक्टूबर से लेकर जनवरी-फरवरी तक खाद्य उत्पादों की कीमतों में नरमी का रुख रहता है। ऐसे में जानकार मान रहे हैं कि खाद्यान्नों की कीमतों में और कमी होगी। थोक महंगाई की दर उम्मीद से भी नीचे रहने के बाद एक स्वर में उद्योग जगत ने ब्याज दरों में कटौती की मांग की है। फिक्की ने कहा है कि अब देश की मौद्रिक नीति भी महंगाई की स्थिति को दर्शाने वाली होनी चाहिए। फिक्की अध्यक्ष पंकज पटेल का कहना है कि आरबीआइ को ब्याज दरों को घटाकर आर्थिक विकास दर को तेज करने में अपना योगदान करना चाहिए। एक अन्य उद्योग चैंबर सीआइआइ ने भी कुछ ऐसी ही मांग सामने रखी है। आरबीआइ दिसंबर, 2017 के पहले हफ्ते में मौद्रिक नीति की समीक्षा करेगा। वित्तीय क्षेत्र के सभी जानकार मान रहे हैं कि अगले छह महीने से एक वर्ष के भीतर आरबीआइ ब्याज दरों में 0.50 फीसद की कटौती कर सकता है। हाल ही में अंतरराष्ट्रीय मुद्रा कोष ने भारत की अर्थव्यवस्था को सुधारने के लिए जो तीन सुझाव दिए थे उसमें ब्याज दरों को घटाना भी एक था।
