नई दिल्ली। दूरसंचार नियामक ट्राई नेट न्यूट्रैलिटी पर अपना रुख अक्टूबर अंत तक साफ करेगा। नियामक वाट्सएप और स्काइप जैसे ओवर-द-टॉप एप से जुड़े मुद्दों पर भी विमर्श शुरू करेगा। ट्राई के चेयरमैन आर. एस. शर्मा ने कहा कि ट्राई ने नेट न्यूट्रैलिटी के विवादित मुद्दे पर सभी पक्षों से बातचीत पूरी कर ली है और वह अब अपनी सिफारिशों का मसौदा तैयार कर रहा है।
नेट न्यूट्रैलिटी का अर्थ है कि दूरसंचार और इंटरनेट सेवा प्रदाता कंपनियां किसी विशेष वेबसाइट या सेवा के लिए डाटा की गति व कीमत में कोई भेदभाव नहीं करेंगी। यह मुद्दा तब उठा था जब कुछ इंटरनेट सेवा प्रदाता कंपनियों ने कुछ खास वेबसाइटों के साथ गठजोड़ कर लिया था।
इस गठजोड़ के तहत इंटरनेट सेवा प्रदाता कंपनियां उन वेबसाइटों को तेज गति प्रदान करने लगी थीं। इतना ही नहीं, कुछ इंटरनेट सेवा प्रदाता कंपनियों ने खास वेबसाइट खोलने के लिए इंटरनेट मुफ्त कर दिया था। शर्मा ने कहा कि नेट न्यूट्रैलिटी पर रुख को अंतिम रूप देने के बाद ट्राई ओटीटी एप से जुड़े बचे मुद्दों पर विमर्श शुरू करने की भी तैयारी कर रहा है। उन्होंने कहा कि ओटीटी पर परामर्श पत्र नियामक ने 2015 में सामने रखा था। तब से अब तक कई मुद्दों का समाधान हो चुका है। अब बचे हुए मुद्दों पर जल्द ही एक परामर्श पत्र जारी होगा।
ओटीटी उन एप और सर्विसेज को कहा जाता है, जो इंटरनेट के जरिये ऑपरेटर के नेटवर्क का इस्तेमाल किए बिना वॉइस और वीडियो आदि जैसी सेवाएं देती हैं। स्काइप, वाइबर, वाट्सएप और इंस्टाग्राम ऐसे ही एप हैं। मार्च 2015 में ट्राई ने ओटीटी के प्रसार से टेलीकॉम सेक्टर पर पड़ रहे नकारात्मक प्रभावों पर विमर्श शुरू किया था और रेगुलेटरी फ्रेमवर्क के अंदर कुछ बदलाव की सिफारिश भी की थी।
